He was born on November 4, 1962, in Washington, D.C., and attended DeMatha Catholic High School in Hyattsville, Maryland. Colter played college basketball at the University of New Mexico, where he was a standout point guard.
After graduating from college, Colter was selected by the Portland Trail Blazers in the third round of the 1984 NBA draft. He played for the Trail Blazers for two seasons before being traded to the Philadelphia 76ers in 1986. Colter played for the 76ers for three seasons, where he was a key contributor off the bench. He was known for his quickness, ball-handling skills, and ability to distribute the ball to his teammates.
In 1989, Colter was traded to the Minnesota Timberwolves, where he played for two seasons. He was a starter for the Timberwolves and averaged over 10 points and 5 assists per game during his time with the team. In 1991, Colter was traded to the Atlanta Hawks, where he played for one season before being traded to the Sacramento Kings in 1992.
Colter played for the Kings for two seasons before being traded to the Golden State Warriors in 1994. He played for the Warriors for one season before retiring from the NBA in 1995. During his NBA career, Colter played in 556 games and averaged 7.2 points, 2.5 rebounds, and 3.9 assists per game.
After retiring from the NBA, Colter worked as an assistant coach for the University of Oregon men's basketball team. He also worked as an assistant coach for the NBA's Charlotte Bobcats and the WNBA's Washington Mystics. In 2013, Colter was inducted into the University of New Mexico Athletic Hall of Honor.
